Dave Wittwer

President and Chief Executive Officer

Dave Wittwer joined TDS in 1983. While working his way to the executive level, Dave has held a number of positions at increasing levels of responsibility, including as an internal auditor, division accounting manager, and controller.

Dave has been with TDS more than 30 years. During this time, he has held many leadership positions including: executive vice president of Staff Operations, chief financial officer, president of the company's ILEC operations, and chief operating officer. His experience within the company spans many departments and areas; it has served as preparation for his current role as president and CEO, to which he was appointed in 2006.

Dave has many goals as president and CEO, including; providing great service to TDS' customer base, delivering quality products and services, promoting a positive work environment that employees can be proud of, and giving shareholders a good return on their investment.

Dave has a Bachelor of Business Administration degree from the University of WisconsinWhitewater and a Master's from the University of WisconsinMadison specializing in management and quality. He is a Certified Public Accountant.

Currently, Dave serves as the Vice Chair of the Greater Madison Chamber of Commerce board of directors and both the UW Whitewater and Edgewood School of Business and Economics Advisory boards.

Phil LaForge

President and Chief Executive Officer

As the President and Chief Executive Officer of OneNeck IT Solutions, Phil is responsible for maximizing growth and profitability across all of OneNeck's product pillars--from equipment resale to cloud computing. He leads a seasoned management team dedicated to creating an everyday "perfectly delighted" customer experience delivered in accordance with the highest ethical standards and principles.

Phil joined OneNeck as the Chief Operating Officer in June 2011 and was later promoted to President and CEO in January 2013. Prior to joining the company, he was vice president and general manager of Service Providers at Nimsoft (now part of CA Technologies) in Campbell, Calif. Phil previously enjoyed a long tenure with CDW Berbee in Madison, Wis., and served as vice president of Sales and COO at TEAM Technologies in Cedar Falls, Iowa.

Phil earned a Bachelor of Arts degree in History from the University of Illinois at Urbana - Champaign and an MBA in Finance from Florida State University.

Jim Butman

Group President - Marketing, Sales & Customer Operations

Jim Butman joined TDS Telecommunications Corp. (TDS®) in 1985. He has more than 30 years of experience in the telecommunications industry. He has held leadership positions in numerous segments of the industry, including: incumbent local exchange, long distance, and competitive local exchange. Jim has a diverse background that includes having held managerial positions in Finance, Government and Regulatory Affairs, Marketing, Sales, and Operations.

In 1994, Jim was named president of USLink Long Distance (TDS' long distance operation in Minnesota and North Dakota). He served in this leadership role until being appointed president of TDS' Competitive Local Exchange Carrier (CLEC) operation in 1997. In this role, Jim was responsible for building and leading the management team that developed TDS Metrocom (TDS Telecom's CLEC operation). Under Jim's leadership the operation grew into a $250 million operation concentrated in four Midwestern states.

In 2006, Jim was named group president of Marketing, Sales, and Customer Operations for TDS. In this capacity he has overall leadership responsibility and accountability for consumer and commercial sales, marketing, and customer contact operations.

He holds a Masters of Business Administration in Finance from the University Wisconsin-Madison and a Bachelor of Business Administration in Finance from the University of Wisconsin–Eau Claire. He serves on the board of directors, is a member of the Executive Committee, and is Treasurer for COMPTEL, the national competitive communications association.

Kevin Hess

Executive Vice President

Kevin Hess joined TDS Telecom in 1984. During his tenure with TDS, Kevin has steadily advanced to a variety of leadership positions within the company, including director of Access and Settlements, vice president of Federal Affairs and senior vice president of Government and Regulatory Affairs. In 2014, Kevin was named Executive Vice President.

In his current role, Kevin oversees the interests of TDS' communications operations in regulatory, legislative, and judicial matters at the local, state and national levels. In this capacity, Kevin works closely with industry affiliated organizations, as well as federal and state policymakers to promote and advance TDS' public policy positions. In addition to these responsibilities, Kevin also oversees the company's human resources department and legal matters for all of TDS Telecom.

Complementing his corporate leadership responsibilities at TDS, Kevin currently serves as Chair of the Independent Telephone and Telecommunications Alliance (ITTA) Board of Directors. The ITTA, a federal trade association and vital TDS partner, focuses on public policy advocacy important to the enterprise. Kevin is also currently the Vice President of the Olbrich Botanical Society in Madison, Wisconsin.

Prior to joining TDS, Kevin spent eight years at a regional accounting and consulting firm specializing in providing local exchange carriers with audit, accounting, tax, and regulatory expertise.

Kevin earned a Master of Business Administration from the University of Tennessee and a Bachelor of Business Administration in Accounting from the University of Wisconsin-Madison. He is also a Certified Public Accountant.

Vicki L. Villacrez

Vice President–Finance and Chief Financial Officer

Vicki Villacrez represents TDS Telecommunications Corp. as vice president - Finance and Chief Financial Officer.

In 1989, Vicki began her career at Telephone and Data Systems, Inc. (parent company of TDS Telecommunications Corp.) as an internal auditor. She has held multiple leadership positions in finance, including: director of internal audit, director of finance programs, director of budgeting and business planning, and director of financial analysis and strategic planning. In 2010, Vicki was named assistant treasurer-financial planning and analysis with responsibility for the company's financial analysis and strategic planning processes, including: forecasting, budgeting, strategic decision making and company performance target setting.

In June 2011, Vicki was named the interim VP of Finance and CFO at TDS Telecommunications Corp. In Feb. 2012, her interim assignment ended as she was officially named to the position. She oversees the accounting, internal control, billing, revenue assurance, financial analysis, and strategic planning functions. Vicki is also a board member for the Second Harvest Food Bank.

Prior to joining Telephone and Data Systems, Vicki held finance positions with Verex Corporation, a subsidiary of The Greyhound Corporation.

A certified public accountant, Vicki received a Bachelor of Science degree in accounting from Upper Iowa University, and a Master of Business Administration from Edgewood College.

Leslie Hearn

Vice President - Information Systems and Chief Information Officer

Leslie Hearn has been TDS Telecom's vice president of Information Systems and Chief Information Officer since 2005. Leslie leads a group of 170+ IT professionals who deliver software and infrastructure projects across diverse, state-of-the art technologies for both the growing cable business and the core wireline business. In addition, her team manages the company's mission critical applications and services. Known for their innovative approaches to integrating multiple technologies in a fast-pace project environment, Leslie and her IT leadership team thrive on tight deadlines and measurable business results. Leslie joined TDS in March 1996 and has held varied leadership positions in IT, Product development, and Network management. Prior to joining TDS Telecom, Leslie worked in IT consulting, including Cap Gemini Consulting. Leslie holds both a BS and MS from the University of Illinois in Champaign-Urbana.

Ken Paker

Vice President - Network Services and CTO

Ken Paker represents TDS Telecom as Vice President of Network Services and CTO.

Network Services is responsible for planning, engineering, and building the voice, video, and data networks used to provide competitive services to our customers. Ken's organization is also responsible for the technology development of new products as well as setting the architectural direction for the network as TDS Telecom transforms into a broadband services provider. Ken joined TDS Telecom in 1996 as director of technology assessment and also served as director of TDS Datacom/TDSNET before joining Network Services in 1999.

Prior to joining TDS Telecom, Ken was a distinguished member of technical staff at AT&T Bell Laboratories. His 16-year career at AT&T included software development, field verification, quality testing, and product management for the 5ESS switching system.

Ken has a BS in Computer Science and Biology from Purdue University, an MS in Computer Science from the University of Southern California, and an MBA from the University of Wisconsin - Madison.

Mark Barber

Vice President of Cable Operations for TDS Telecommunications Corp.

Mark Barber joined TDS Telecommunications Corp. in March of 2013. Prior to joining TDS Mark played a vital role in the company's acquisition of cable provider Baja Broadband. Now, Mark is responsible for leading TDS' cable operations and evaluating future cable television acquisition targets.

Mark has been on the cutting edge of the communications industry for more than three decades. During that time he was an integral part of several organizations including Charter Communications, Comcast International, Chase Enterprises, Hauser Communications and Cobridge Communications.

Mark's career accomplishments are vast. He was a driving force in the early development of cable systems in the United States and overseas. In 2002 Mark helped Charter Communications roll out the first primary line VoIP cable telephony in North America. While working for nTelos he helped launch and operate the Personal Communications Service (PCS) and Multichannel Multipoint Distribution Service (MMDS) and systems in the Southeastern U.S.

Mark served as chief operating officer of Cobridge Communications a company he co-founded and later sold in 2012. Mark provided key leadership for two start-up companies, and is an advisory board member for Piiku. He also has experience developing and delivering products and services in support of the communications industry at ComSonics, Inc., NeuStar, Inc. and Targus Information Corporation.

During his 30-years in the business Mark has held several other positions. At the executive level he's worked in strategic planning, sales, marketing, engineering, construction and corporate and field operations management.

Cliff Lawson

Vice President - Network Operations

Cliff Lawson represents TDS Telecom as Vice President of Network Operations where he leads a team of over 1200 technical operation professionals caring for the installation and maintenance of Telecom's network and customers.

Cliff initially joined TDS Metrocom in 1997 as Director of Network Operations, and was responsible for the implementation and development of the network and support systems and teams. He was also a member of the officer team responsible for growing the business into a $200 million plus contributor. Prior to joining TDS, Cliff served in various capacities including MCI Metro, the CLEC arm of MCI, as well as MCI Long Distance. These positions included operations manager and senior staff engineer responsible for switching, fiber long haul, facilities and data center operations.

Cliff began his career with GTE in central office installation and repair, I&R, Cable and PBX, along with business office, facilities and centralized control center assignments. He worked for the Ohio company based in Medina and held several positions with the Southwest Company located in Texas until June of 1984.

Cliff has over 40 years of experience in the local, long distance and competitive local exchange segments of the telecom and cable industry. He attended David Meyers College and has extensive technical and management course credits and experience. He lives in Madison with his wife Karen.

Kathy Cefalu

Vice President of Human Resources

Kathy Cefalu joined TDS Telecommunications Corp. in August 1985 as an employee benefits administrator. During her nearly 30-year tenure with TDS, she has held numerous positions, including many significant leadership roles in marketing, regional operations, network operations and human resources. Most recently, Kathy was the director of Human Resources and Compensation. She consistently excels, having earned TDS' Inspiring Excellence award numerous times throughout her career with the company.

As the VP of HR, Kathy will lead employee relations, recruiting, retention, compensation, benefits, training, and development. She will also oversee the company's rewards and recognition program.

Outside of her work at TDS, Kathy is actively involved in Waunakee. She serves on the Waunakee Police Committee and Police Commission, is a member of the Waunakee Rotary and volunteers her time with the Waunakee Food Pantry and the Scholarship Committee.

Kathy holds a Bachelor's Degree in Marketing from the University of Wisconsin – Platteville and a Master's Degree in Business Administration from Edgewood College. In addition, Kathy has her certification as a Senior Professional in Human Resources (SPHR) and as a Certified Compensation Professional (CCP).
